Notice with respect to reporting for the Federal Plastics Registry

What is the Federal Plastics Registry?

The Federal Plastics Registry is an information gathering tool used to collect data on plastics in Canada throughout its lifecycle. On April 20, 2024, a section 46 notice for the Federal Plastics Registry to create an inventory of data was published in the Canada Gazette, Part I. The section 46 notice requires companies (including resin manufacturers and importers, producers of plastic products, generators of plastic waste, and service providers ) to provide the Minister of the Environment with information about the lifecycle of plastics in Canada.

Am I required to report to the Federal Plastics Registry?
The Registry requires plastic resin manufacturers and importers, producers of plastic products, generators of plastic waste, and service providers to report each year on the quantity and types of plastic they put on the Canadian market and how that plastic moves through the economy. Please refer to Schedule 3 of the section 46 notice for the Federal Plastics Registry for further information.

When is the reporting deadline?
The deadline to submit reports is September 29 of the year following the data collection year. For example, data collected in 2024 must be reported by September 29th, 2025. Reports may be submitted any time before the reporting deadline.

What do I need to report to the Federal Plastics Registry?
To register to report to the Federal Plastics Registry, you will need your Business Number issued by the CRA, address, and contact information. To report to the Registry, you will need information on the weight, resin source, resin type, category and subcategory of the plastics you are required to report on. How can I make changes to my organization information?
You are obligated to ensure that the information provided to the Minister is accurate. Therefore, you are encouraged to regularly review your organization information and update the information as needed. You will be able to make changes to most fields directly. However, to change your business number, you will be required to request that this change be made for your organization by submitting a Support Request Form.

Is there a limit to the number of people I can add to my account?
There is no limit to the number of users that may be added to an organization within the reporting portal. At least one individual must be identified as the main contact and the individual who has the authority to bind the organization to their report and is legally responsible for the data submitted to the Minister, but it may be two different individuals. And, several users can be added as other authorized representatives, i.e. the individuals responsible for reporting as per Schedule 4 of the notice.

Who is an Organization Lead?
  • On the reporting platform, the Organization Lead is the registered user who has the authority and responsibility to perform critical tasks for a specific reporting entity. An Organization Lead can:
    • Approve or Reject Access Requests: You will have the power to approve or reject access requests from Authorized Representatives who need to interact with the reporting entity’s data.
    • Manage Tombstone Data: You will be responsible for managing the reporting entity’s core information, known as tombstone data, ensuring it is accurate and up to date.
    • Certify and Submit Data: You will submit data pursuant to the notice to Environment and Climate Change Canada data and certify that all submitted data is true, accurate and complete.
  • An organization cannot be registered without the approval from an Organization Lead. A report cannot be submitted without the approval from an Organization Lead.
  • Within an organization, the Organization Lead is the individual who has been assigned these responsibilities for the Federal Plastics Registry.
  • The Organization Lead designation is specific to a reporting instrument. If an organization is registered for multiple environmental instruments, the Organization Lead may be different for each instrument.

Who is an authorized representative?
An authorized representative is an individual that may be added to an organization’s account by the Organization Lead. The authorized representative may be identified as the main contact for the organization, may be added to provide data for the report, and/or may be the individual who is authorized to bind the organization to their report and is legally responsible for the data submitted to the Minister of the Environment.

What if the Organization Lead does not have time to register our organization?
Another user may initiate the registration process without an Organization Lead. The user can provide all of the required information but must invite an Organization Lead to the organization in order to proceed with the registration process. The organization will not be registered onto the system until the Organization Lead has logged in to the system, and reviewed and approved the organization registration information

What will be done with the data gathered through the Federal Plastics Registry?
The Government will use the data collected through the Registry to measure progress toward zero plastic waste and inform actions to accelerate the transition to a circular economy. The Registry will provide Canadians, including innovators and decision-makers, with reliable data that will identify opportunities for further action to reduce plastic waste and pollution, as well as help monitor progress over time.
Data collected through the Registry will be publicly available for all Canadians to access.

What data will be published?
In alignment with Government of Canada’s goal of enhanced accountability and transparency through the Directive on Open Government, the quantities reported to the Federal Plastics Registry will be made available to the public.

How do I ensure that confidential business information remains confidential?
Entities who submit data to the registry will be able to request confidentiality on sections of their report in the online reporting platform. They will need to provide a rationale via the online reporting platform as to why each section is confidential. Once a claim for confidentiality is submitted, the Minister will review the claim and determine if it can be approved in accordance with Section 53 of the Canadian Environmental Protection Act.

Is reporting to the Federal Plastics Registry mandatory under the Canadian Environmental Protection Act, 1999 (CEPA)?
If the criteria for reporting are met, then reporting to the Federal Plastics Registry is mandatory as per section 46 under CEPA. It is the responsibility of each person who is a plastic resin manufacturer, producer of plastic products, generator of plastic waste, and service provider to determine whether they are required to report after examining the Canada Gazette Notice and CEPA, and to report before the reporting deadline.

How can I support reporting as a delegated organization?

To assist with reporting as a delegated organization, you can provide your data using the bulk upload reporting template, available on the Resources page. Once you have completed the template, send it to the organization responsible for reporting to the Federal Plastics Registry so they can upload the data into the system and fulfill their reporting obligations.

Where do I upload my filled reporting template?

Once your organization is registered in the system, you will have access to your reporting portal, where you can initiate a report for the year you wish to submit data for.

During the second step of report initiation, you will be asked to choose whether you would like to provide your data manually or via bulk upload. Select bulk upload.

You will then be directed to a web form where you must answer a few questions about your reporting obligations and indicate whether any of the data you are providing contains confidential business information (CBI).

After completing these questions, you will be able to upload your reporting template along with any supporting documentation.

I uploaded my filled reporting template, but the status says "Pending", what should I do?

The system is currently parsing the data you uploaded. Once parsing is complete, the status will update to either “Uploaded” or “Failed.” If the upload fails, you will receive a dashboard notification with instructions on how to fix the issues with your file and reupload it.

What does the "Upload Status" column mean on the reporting portal during a bulk upload?

The system parses your uploaded data only after you submit the full report. Depending on the size of your file, the system may require additional time to process the data provided.

 

  • If the upload status says “Pending”, it means you have not uploaded a file yet, or the system has not started parsing the data you provided.

  • If the status says “In Progress”, the system is currently parsing your submitted data.

  • If the status says “Completed”, the system has successfully parsed your data. No further action is required.

  • If the status says “Failed”, there was an error with the file or data you provided. You will receive a notification with instructions on how to proceed.

Login Issues

I can’t log into my account. What should I do?
Double-check that you're using the correct username and password. Ensure that the Caps Lock key is off, and that you're entering your credentials exactly as they were created. If you’ve forgotten your password, click the "Forgot Password" link and follow the instructions to reset it via email. If you continue to experience issues, you may want to try clearing your browser's cache or switching to another browser.

How do I change or reset my password?
To change or reset your password, go to the login page and click on the "Forgot Password" link. You will be prompted to enter the email associated with your account, and you will receive an email with instructions to create a new password. Be sure to choose a strong password that includes a mix of letters, numbers, and special characters for security. If you don't receive the email, check your spam folder, or try again.
